Steven J. Kleinman, J.D


Steve Kleinman is currently in-house General Counsel for the Park District Risk Management Agency (PDRMA) having previously served as Chief Litigation Counsel. PDRMA is an Illinois intergovernmental risk management pool with a membership of over 160 Illinois park districts, forest preserve districts, conservation districts, and special recreation associations.

 As General Counsel, Steve assists with the coordination and administration of all facets of the legal defense functions of the Agency and serves as a general legal resource to PDRMA staff and members. 

Steve received his Bachelor of Arts, with honors, from the State University of New York at Albany in 1981 and his Juris Doctor from Chicago-Kent College of Law in 1985. Since 1985, Steve has served as a trial attorney and litigation strategist in both public and private practice specializing in municipal tort law, employment law, civil and constitutional rights, aquatics and playground liability, the American With Disabilities Act (ADA), and worker’s compensation. 

In 1990, Steve was appointed as an Arbitrator for the Circuit Court of the 18th Judicial Circuit and currently serves as an Arbitrator Chairperson. In 1998, Steve was appointed as a Mediator for the Circuit Court of the 18th Judicial Circuit. Steve is licensed to practice in the State of Illinois, the U.S. District Court for the Northern District of Illinois and the U.S. Supreme Court. 

Steve is a highly sought after speaker and conducts seminars and workshops on various legal and risk management topics, and regularly speaks at local, state and national conferences and professional development schools.
