On Friday, January 30 delegates of the 2009 IAPD/IPRA Soaring to New Heights Conference gathered in the International Ballroom of the Hilton Chicago to honor and award Illinois’ best in the field of parks and recreation. Special guest, the new governor of Illinois, Pat Quinn made a surprise appearance as the Legislator of the Year honoree.
